A&SEngineering, LLC is a minority woman owned small business specializing in providing Civil Engineering Services.  A&S offers over twenty years of experience providing project and program management, construction management, and other general civil engineering design services in the municipal, state and federal governments as well as private sector.

A&S is led by its Principal, Ms. Teresa C. Smith, PE.  Ms. Smith is a Registered Professional Engineer in the State of Georgia.  She is certified by Harvard University’s John F. Kennedy School of Government in their Senior Executives in State and Local Government Program.  She is also a graduate of the USDA (Graduate School) Executive Potential Program which is a year-long  competency  based  program designed to develop senior-level public service employees.
